Chris Borgmeier, EdD

Dr. Chris Borgmeier is a Professor of Special Education in the Leading, Learning and Counseling Department at Portland State University (PSU). He has served as Doctoral Program Director since 2020. As principal investigator of a federal grant, he recently led a redesign of PSU’s EdD, transforming the doctoral program into a change leadership doctorate for practicing professional leaders. The grant provided full funding for 15 special education leaders to earn their doctorate.

Dr. Borgmeier’s research and work focus on supporting students with challenging behavior in schools, implementation and systems change. He has worked with schools, school districts, county offices and state departments across the nation to develop and implement systems of support for students with challenging behavior. He developed the Basic FBA to BIP e-learning modules through a grant collaboration with Kansas TASN. These free training modules are available at www.BasicFBA.com and have been completed by over 10,000 people across the world. Dr. Borgmeier has provided training and consultation nationally and internationally on implementation of School-wide Positive Behavior Intervention and Supports (SW-PBIS).

Dr. Borgmeier is a co-founder of the NorthWest PBIS Network, a not-for-profit organization that promotes implementation of School-wide PBIS across the Pacific NorthWest. He and his wife are also a co-founding family of the Hope Chinese Charter School, a public mandarin immersion charter school in the Beaverton School District in Oregon.

Previous to his work at Portland State University, he was the District Coordinator for Positive Behavior Intervention and Supports, leading district-wide implementation of SW-PBIS across all tiers in Ravenswood City School District in East Palo Alto, California.
